Investigation Specialist, State of Florida Department of Professional Regulation. Garcia served from December 1988 to March 1993, with work involving unlicensed medical activity and Medicare and Medicaid fraud investigations.

Chief of Staff, Office of Dade County Commissioner Pedro Reboredo. From March 1993 to June 1994, Garcia worked in the office of a commissioner whose committee responsibilities included Miami International Airport.

Civil-rights matters

Miami voter-fraud litigation. Garcia was a named plaintiff in litigation challenging a City of Miami mayoral election involving fraudulent ballots. The matter resulted in the elected mayor being removed from office.

2000 Florida presidential recount. Garcia participated in voting-rights work connected to the Florida recount on behalf of Vice President Al Gore.

Miami homeless-plaintiff matter. The record includes a federal civil-rights matter involving a Hispanic homeless plaintiff and the City of Miami.

Elian Gonzalez matter. Garcia was involved in civil-rights advocacy surrounding the federal raid and related proceedings.

Latin Greek and civic credentials
